It is to act as he is Zorro and takes things from stores to frame the real Zorro. This will make the people go down on Zorro, and forget him. In the end, Zorro tricks Pico and he captures him. Zorro lets the soldiers handle Pico, while he leaves no keep his identity un-revealed.
