Mais Excon Johnny Clavell has reformed and when his old cronies rough him up and say he must allow them to use his laundry vans to move drugs on the orders of their old boss, he calls Frank. Although suspicious, he finds that Manny Franchette (Clavell's old boss who had been deported) is coming back after plastic surgery. Frank then discovers Clavell had disappeared and Franchette has arrived in the harbour.
