Welcome to Empire City, where we meet for the first time the nefarious Crime Boss, Brandon "Big Boss" Babel and his crooked henchmen who are holding the entire city in their grip of terror. Federal Agent, Baldwin P. Vess (A.K.A. Bulletproof) is sent to take him and his crooks into custody. Unfortunately, he gets seriously injured and has to be taken to the hospital. He is given a new lease on life with a cybernetic torso and the formation of a team of the most highly trained law enforcers in the entire country known as The Central Organization of Police Specialists – COPS!
