Whatever happened to small government? The Republican presidential nominee, George W. Bush, has grown government spending dramatically in his first term. Newt Gingrich brought Republicans to power 10 years ago by promising a much smaller government in his ""Contract with America."" Ten years later, at the Republican National Convention, Gingrich was almost entirely out of sight.
