They realize that who knows and can, some stand out with knowledge and skill, and some unusual behavior and sense of humor. And so, two unassisted fellows end up with mugs, sinking and who knows what else. The Chief of the Academy represents the collegium of Lieutenant-Colonel Panic, who has been in peacekeeping missions, and in the future he will hand over the cadets to the Armed Forces.
